A presentation on procedure to set up "Benchmarks" under EC Act in Japan related to EC targets was made by Mr. Fumio Yamada of ECCJ. The fields regulated by the Act on the rational use of energy cover, Factories, Workplaces, Transportation, Residence and Buildings, Machinery and Equipment. The presentation highlighted obligation of specified business operators and designated energy management factories and they must report how to achieve the benchmark specified by the country as level to be achieved in a medium to long term period. For cement manufacturing, the level to be arrived at is set considering the fact there is energy conservation potential that makes the level required further lower. (3891 MJ/t or less). A study on Tokyo Metropolis under CAP and Trade Programme presented by Mr. Kyoichi Kudo from Green House Gas Verification Office of ECCJ highlighted the reduction in C0 2 emission as compared to 1990. The study revealed that while for most of Sectors Industry, Household, Transportation , reported reduction, commercial establishment show an increase in C0 2 emission by 9%. The outcome of the programme study reveals introduction of mandatory C0 2 reduction and emission trading programme. ECCJ purposes to adopt the method and approach by conducting power saving and energy conservation audit of facilities. The presentation on the 2"d day mainly covered the Steel Industry, and Cement Industry followed by presentation from other Indian Industries including Thermal Power Station, Fertilizers, Aluminum, Paper & Pulp, Alkali, Textile etc. The Indian presentation on Steel Industry was made by Mr. Rakesh Kesri from Energy Efficiency Services (EES) Ltd. which covered integrated steel, sponge iron, Ferro alloy and steel processing units/plants out of which integrated plants account for more then 50% of total energy consumption in this sector. The energy saving of target in PAT cycle for this sector has been fixed as 1.486 Mtoe which is 22% of the total target. Some of the modern techniques adopted in the modern steel plants include sintering plants heat recovery, efficient burners in ignition furnace , Coke Dry Quenching (CDQ), Top Recovery Turbine (TRT), Pulverized Coal Injection (PCI) system. Hot stove waste heat recovery, converter gas recovery system, cogeneration (gas turbine combined cycle). Summarizing the implementation of customized techniques, the presentation identified the possible area of cooperation like, sensible heat recovery from waste gases, hot charging in RHFCEs, installation of byproduct gas turbines , raw material upgradation etc. The presentation for cement sector on "Clean Technologies in Japan Cement Industry" was made by Dr. Yoshito Izumi of Japan Cement Association . Starting with the reduction in specific thermal consumption since 1970, the presentation dealt with diffusion rate of the energy conservation technology such as waste heat recovery from power generation, high performance vertical mill for grinding of blast furnace slag, roller mill system to pre grinding clinker, air beam type cooler for clinker, high performance separator vertical coal mill and roller mill for grind ing raw material and their scope for conservation of energy. JCA reported how its industry is contributing towards sustainability society by consuming waste from the host of industries, construction buildings, power, sewage, agriculture, solid waste, chemicals , pulp & paper etc. Conserved rate of thermal energy through use of alternate fuels in represented as 16% in 2012. An interesting case study was also reported wherein a used cement kiln was used to pre– process municipal wastes generated in Hidaka city (58 ,000 population) as alternate fuel and raw material. The specific consumption of wastes and byproducts used in cement production has reached - 480 kg/t in 2012 compared to - 250 kg/t in 1990. The industry has used the calculation tool of energy efficiency development by WBCSD - CSI for Measurement, Reporting and Verification (MRV). Highlighting the diffusion of cement clean technologies into India which include co– processing of waste, waste heat recovery, heat transfer to external consumers, the presentation also brought out chief barriers in the cement technology diffusions w.r.t energy consumption, WHR co-processing covering policy issues technologies and finances. 50
