This is one of the ministry's major efforts to reduce power consumption with a specific target on consumers, farmers and companies, said Union Power Secretary P. Uma Shankar. CARROT AND STICK The Government itself will procure nearly two crore LED bulbs to be distributed to people living in rural areas and those below the poverty line. Earlier too, it had procured around two crore CFL bulbs for distribution to people living below the poverty line. The procurement of LED bulbs will also help companies set up LED bulb manufacturing units, said Shankar at a MAlT round table on attaining energy efficiency and the way forward for the IT industry, under the aegis of the Power Ministry, Bureau of Energy Efficiency and liT-Madras. Shankar said the Ministry plans to penalise companies that do not adopt energy-efficient measures. It will reward those companies that reduce energy consumption by giving them Energy Saving Certificates , which can be traded. This is part of a three-year project wherein the ministry has identified 400 units across the country with each unit asked to reduce power consumption by 5 per cent. "This is not voluntary but mandatory," he said. There will be severe penalty to those not adhering to these targets, he said. Farmers do not pay for the electricity consumed. However, they use water pumps in a big way. The ministry will make it mandatory for farmers to procure only star graded pumps that consume less power, he said. Energy efficiency is a top priority for the government. In the next 10-12 years, there will be an increased need for power, which will not be met by an increase in generation alone. There will be an additional power generation of 55 gigawatt in five years, he said. The Power Ministry is also willing to give financial support through grants to institutes such as liT-Madras to find energy efficient ways and technologies. Global strategies to address climate change must be based on "equitable sharing" of the burden of mitigation and adjustment, singh said. "on any principle of equity, industrialized countries have to bear a large share of the burden. They are historically responsible for the bulk of the accumulated greenhouse gas emissions, and this alone suggests greater responsibility,"he added. Singh painted a grim picture of the climate change negotiations under the United Nations Framework Convention on Climate Change, saying the goal of stabilizing global temperatures at acceptable levels was nowhere in sight. 29
