He then invited panelists of the session to share the details of the technological options available for SPL use and the experiences of the same. 19. Dr. Anupam Agnihotri , Director, Jawaharlal Nehru Aluminium Research Development and Design Centre, Nagpur (JNARDDC), Ministry of Mines, presented the technologies developed by JNARDDC to promote utilization of SPL. Sharing his experience , Dr. Agnihotri mentioned that Cement Plants are not coming forward to use SPL because of the high transportation cost and initial capital investment in setting up detoxification unit for SPL. An increasing number of countries are banning the traditional method of landfill disposal of SPL due to presence of significant quantities of fluorides (6-12%) and cyanides (1 00-1 OOOppm). He mentioned that technological options are available to support its co-processing in cement plants and JNARDDC has successfully undertaken a pilot bench scale unit and along with NALCO has commercialized the SPL treatment technology. He said that this technology is tolerant to fluorine environment, recovers fluorine and energy for the aluminium production process and ensures safe treatment of SPL. Talking about the technology, he also mentioned that it enables setting up of a compact plant that can be readily installed. He informed the participants that the test reports of the technology developed by JNARDDC have shown that no Fluoride and Cyanide was found in treated SPL. To bring in the perspective of international technology developers, Regain Services Pvt Limited , Australia was invited to make a presentation at the roundtable. They are one of the pioneers in promoting SPL use and have developed a technology that is widely used globally. The experience of Regain was shared by Mr. Phil Black, Vice President, Aluminium Industry Development, where he provided an overview of the technological solutions provided by Regain. In his presentation, Mr. Phil highlighted that there are some important issues that should be considered before initiating any project for utilization of SPL, which include regulatory practices , storage, capital investment and technical risks associated with SPL. On the technological side he informed that there are three key aspects to ensuring fu ll SPL solution, which include process technology, material handling and reliable sustainable and transparent end-use of products. Mr. Phil mentioned that a Regain solution for SPL is based on valuable by-products rather than waste disposal. Mr. Phil briefly explained the process, technology and plant for treatment of SPL. He mentioned that cyanide and flammable gas risk is totally eliminated in their technology. Mr. Phil concluded his presentation by stating that SPL has valuable constituents, which are useful for Cement manufacturing. Each tonne of SPL can save 4 tonnes of C02, 16 gigajoules (0.38 ton of oil equivalent) of thermal energy and 350 kWh of electrical energy. 21. The discussion in the session focused on technological aspects, cost involved in setting up and operation of the technology and the scale of benefits that can be achieved with respect to energy savings etc. Mr. K. K. Chakarvarti thanked Dr. Mukesh Kumar for Chairing the session and panelists for their presentations. He assured the participants that KEP will work with aluminium and cement industry to work out solution in making SPL as a useful resource. PANEL DISCUSSION 3: Regulators Perspective on SPL Use 22. The third panel discussion was focused on understanding the current regulatory regime for SPL co-processing in cement industry and initiatives proposed by CPCB for promoting the use of SPL. The panel was Chaired by Dr. B. Sengupta, Former Member Secretary, Central Pollution Control Board and Mr. R. K. Gupta, Director, CPCB, represented Regulators on the panel.
