Actions suggested to overcome barriers were: Extensive public awareness campaign for market acceptance of low-carbon and eco– friendly binders as an unavoidable paradigm shift in the making and use of cements. Adoption of mission-oriented consortium approach for technology upscaling and commercialisation, involving industry, OEM's, academia, research institutions and government. Institutionalizing a mechanism for joint funding of the industry and government for four of the five projects identified, while the fifth project on CCU will have to be a totally publicly funded one. Special efforts will have to be undertaken for accelerating the process of standardization of the new low carbon and eco-friendly sustainable binders. Ways will have to be devised to bring on board the organizations holding currently the IPR's of the technologies identified. Carbon footprint based rating system of cement & concrete products need to be considered , with support of Indian Green Building Council (IGBC). A set of conducive policies are required such as o mandatory production and use of High Belite Portland Cement of a pre-determined percentage of the total annual production of cement in the country. Special incentives to cement and concrete companies for time-bound development and commercialization of low-carbon and sustainable products. The top management of the cement and concrete companies will have to position R&D as an important corporate function. Innovation strategy There are immense opportunities of CCU in the cement, concrete and construction industries. The measures suggested above are expected to create an enabling environment for the concerned industries to adopt the innovative strategy. Follow-up approach: The formation of Task-forces and Monitoring Committees will be necessary to ensure that the technologies are commercialised in a time-bound manner.
