Air pollutants , particularly suspended particulate matters significantly raise the risk of developing respiratory and cardiovascular infections, and cancer. Liberty, in partnership with The Heartland Institute, USA has reprinted the 2009 NIPCC (Nongovernmental International Panel on Climate Change) report, for wider dissemination in India. The report is titled 'Climate Change Reconsidered'. Produced by 37 scientists from 14 countries, the report contains more than 4000 references to peer reviewed science, and is a comprehensive and authoritative response to the alarmist reports issued by the Intergovernmental Panel on Climate Change (IPCC). The NIPCC report highlights the weaknesses of the computer models for climate change used by the IPCC. It explains how the models suffer numerous deficiencies and shortcomings that could alter even the very sign(plus or minus), warming or cooling of earth's projected temperature response to rising atmospheric C02 concentrations. The consensus of the scientific papers in this report show there is no relation between global warming and damage to biodiversity, human health or occurrences of natural disasters. Further, this report finds that anthropogenic carbon emission probably has only a miniscule influence on global warming– thus the industries of developing nations like India should not be disproportionately burdened to cut carbon emissions. It forms a valuable compendium of the current state of the science, enhanced by having an index which had been lacking in previous IPCC reports. AR4 also permits access to the numerous critical comments submitted by expert reviewers, another first for the IPCC. While AR4 is an impressive document, it is far from being a reliable reference work on some of the most important aspects of climate change science and policy.
