The Act, called Energy Conservation Act, 2000 provides for efficient use of energy and its conservation and for matters connected therewith or incidental thereto The approval on the Bill has set the stage for the establishment of institutional and legal establish systems and procedures to measure, monitor and verify EC results in key designated sectors and end users; •!• leverage multinational, bilateral donor and private sector support; and, •!• administer the delivery of energy efficiency services, as mandated in the EC Bill, through the private and public sectors. BEE's organisational structure, w:hich are: A lean structure that emphasises team work through an interdisciplinary approach structures and the mobilisation of market •!• Professional managementwith stress on forces to implement energy efficiency administration of contracts programmes in the country. The •!• Strong emphasis on results. establishment of the Bureau of Energy Efficien~y (BEE) is seen as an important step Power and Functions of BEE in this direction. The Act demands that the Central government appoint a Governing •!• Council to direct and mange BEE to achieve the aim of formulating an institutional and policy framework that would result in the planning and implementation of national energy efficiency programmes. The broad objectives of BEE .are to: •!• exert leadership and provides the policy framework and direction to national energy conservation efforts and programmes; 38 interpret, plan and manage the •!• execution of energy conservation (EC) programmes as laid down in the EC Bill; The Bureau shall effectively coordinate with designated consumers, designated agencies and other agencies, recognise and utilise the existing resources and infrastruc ture, in performing the functions assigned to it by under this Act. The Bureau may perform such functions and exercise such powers as may be assigned to it by or under this Act and in particular, such functions and powers including the function and power to: recommended to the Central government the norms for processes and energy consumption standards ,.
