The Bench recently said that if the highly polluting industries are allowed to discharge effluents which do not meet with the norms, the ultimate action of closure of CETP will result into closure of all the industries in that area. It therefore asked the MPCB to take serious note of any information about highly polluting industries received from the associations. The Judges asked MPCB to keep a check on the polluting industries on its own by carrying out surprise visits and taking samples of effluents being discharged by the units. General Directorate of Environmental Management, 2012 Waste Management Symposium was held on 24 - 26.04.2012 in Side/Antalya. At the symposium organized by Environmental Protection Foundation of Turkey and also sponsored by T<;MB, information exchanged between stakeholders (municipalities, universities. representatives of private sector, non-governmental organizations, institutes, chambers and associations) on strengthening and developing the implementations related to Waste Management. Canan Derinoz Gencel (Environmental Coordinator), lrem Unver(Expert) and Serkan Turk (R&D Fuel Laboratory Specialist) from T<;MB participated the symposium. Canan Derinoz Gencel gave a presentation on "Use of Hazardous Wastes as Alternative Fuel in Cement Sector", Final declarations of the symposium will be published on the official website of the General Directorate of Environmental Management. Important points mentioned in the symposium sessions are listed below: In private session done with Muhammet Balta (Deputy Minister of Environment and Urbanism), the information on the amendment of regulation related to mining wastes and drilling muds containing especially crome and bentonite was given. • During his presentation titled Waste Hierarchy in Europe, Mahmut Ozgur Saki (Representative of European commission) specified that the most beneficial economic instruments are landfill tax and producer responsibility for the collection and disposal of wastes. With landfill tax, it was possible to use wastes with calorific value in energy recovery facilities instead of landfilling. • Kemal Kurusakiz (Department Chief of Management of Waste Oils, PCBs and PCTs). managing the Session of Waste Oils, Lubricants and PBCs, stated that they adopt implementation of the Draft Regulation on Waste Oil Control. Betul Dogru (Department Chief of Hazardous Wastes), managing the Session of Management of Industrial Wastes. specified: Current legislation is sufficient but unregistered waste flow could not be prevented. Inter-ministerial coordination and control mechanism should be improved to prevent unregistered waste flow. • R12 coded licence should be taken for Refuse Derived Fuel facilities. Plants. producing methane from municipal wastes, would increase. Regulation on Monitoring Greenhouse Gas Emissions was published Regulation on Monitoring Greenhouse Gas Emissions was published in the Official Gazette dated 04.25.2012 and numbered 28274 and came into force. Clinker production facilities having 500 tonnes or more daily capacity of rotary kilns are covered by the Regulation . Important issues are given below. Monitoring plan Facilities should prepare a greenhouse gas emissions monitoring plan for each plant in their facilities and submit these plans to the Ministry for approval at least six months before the first monitoring date of greenhouse gas emissions. In this context, first monitoring plan should be submitted to the Ministry until 31.06. 2014. Validity of monitoring plans will be determined by the Ministry later. Monitoring Greenhouse gas emissions should be monitored by, measurement or calculation within the framework of the monitoring plan approved by the Ministry. 43
