- 1 • ' exists. Mining operations are governed by relevant safety laws and environment clearance limits. Lease holders are required to plan mining operations in a way so as to ensure safe mining with due regards to conservation of available national resources. However, it is necessary to ensure that there is no misappropriation and safe mining is carried out. Statutes and regulations should be applied and monitored rightly to .. facilitate safe mining, with the scope for ensuring appropriate economic use of such low-grade stockpiles in the interest of the industry, state and its people. It is therefore necessary that existing low-g rade ore dumps are re-handled , albeit with safety as an important parameter. Further, stockpiles should be removed in a scientific and safe manner and it must be ensured that such stockpiles do not cause additional environmental damage. Adequate infrastructure must be available for safe mining, processing and evacuation. A broader perspective and effective regulation will lead to clarity, transparency, responsible mining and will ensure that there is no impact on the environment. CMA ACTIVITIES ON TECHNICAL FRONT BEE PAT Scheme on Energy Efficiency in Indian Cement Plants becomes Operational With the recent Gazette Notification issued by the Ministry of Power on 30th March 2012 , the Bureau of Energy Efficiency (BEE), has already started overseeing the implementation of the PAT Scheme in the 85 Cement Plants in the country, earlier notified as Designated Consumers for the purpose, to achieve the Energy Reduction Targets set for the first cycle of the Scheme (2012 - 2015). Raja sekar, Co-Chairman, CMA Technical Committee made a brief presentation on the chorological progress of the PAT Scheme implementation and the salient features of the Notification on PAT Scheme, in the 52nd Quarterly Meeting of the CMA Technical Committee held in Hyderabad on 6th April 2012. CPCB Proposed Emission Norms for NOx, S0 2 and Load Based Standards for Particulate Matter CPCB have been pro-active in their endeavour at imposing stringent emission norms in respect of NOx, S0 2 and particulate matter in the Indian Cement Industry. Such norms were not existi ng earlier. It is only apt that these norms are set with a pragmatic approach keeping in view of our operational conditions in terms of qua lity and availability of raw materi al, fuel besides the availabi lity and adaptability of sophisticated control technol ogies, as well as the business imperative. An already energy conscious and environmentally active, Indian Cement Industry is therefore making all out efforts to impress upon CPCB the need for implementable standards in I ndian conditions in the overall context of sustai nability and accordingly your association has taken up with CPCB to keep this caut ion while formulating the proposed norms. In this regard, CMA have already requested CPCB fo r a further hearing of the industry's views/representations, as decided in the 52nd quarterly Meeting of the CMA Technical Committee held in Hyderabad on 6th April 2012. BIS Issues- 50 3 Limit in Cement 19th Meeting of Cement & Concrete Sectiona l Committee, CED 2 of BIS was held in BIS HQ, New Delhi on 19th- 20th April 20 12, in joint Session with 18th Meeting of Cement, Pozzolana & Cement Additives Sub-Committee, CEO 2:1, and 17th Meeting of Concrete Sub-Committee, CEO: 2:2. With a regular follow-up discussions with BIS on the long pending issues, Members will be glad to know that finally the proposal of raising the S0 3 limit in cement from 3 to 3.5% has been approved by BIS. The necessary printing shall follow in due course. Alongwith this, the Committee has also deci ded to finalize the revisions in respect of all the three grades of OPC as recommended by the Panel , CEO 2:1. 77
